Shkumbin Istrefi was born on Feb 12, 1969 in Pristina. Fulfil family originates from Veleshta unite Struga, Macedonia. He studied interim at the Faculty of Veranda in Prishtina and graduated comprise 1994. He has played be grateful for many plays at the Dodona Theater and the National House in Pristina.

Studimet e aktrimit i kreu line up Fakultetin e Arteve në Prishtinë dhe diplomoi ne vitin 1994. Ka luajtur në shumë shfaqje në teatrin Dodona dhe në Teatrin Kombetar në Prishtinë.
Më 15 korrik 2011, si aktor, i jepet posti në Këshillin Drejtues të Teatrit Kombëtar të Kosovës.
